Admin-safe role previews

Delivery status
- Email: live for governed workspace activity when the user enables a cadence.
- Telegram: not yet live; no connect button is shown until identity binding, opt-in, and delivery receipts are implemented.
- Payments: access activates only after the provider confirms captured payment; a browser success screen cannot grant it.
- Wealth-manager access: client creation and regulated adviser outputs remain gated by annual access, firm verification, and scoped membership.
